ROLE OVERVIEW
Aspire is seeking a Full stack developer specializing in NestJS to build and maintain the API /
integration layer for a government citizen-facing eServices portal. The platform follows a threetier modernization pattern: a modern Angular front end for citizens, a NestJS middleware layer for
orchestration and security, and a CA Gen (Cool:Gen) legacy core that remains the system of
record for citizen data and business rules. This role sits at the centre of that architecture —
translating citizen requests from Angular into secure, validated calls against the legacy core,
without exposing that core directly to the public internet.
KEY RESPONSIBILITIES
• Design, build and maintain RESTful (and where applicable GraphQL) APIs in NestJS that serve
the Angular citizen portal.
• Implement authentication, authorization, and citizen identity verification (JWT/OAuth2/SSO),
including session and token management.
• Orchestrate and translate requests into the CA Gen legacy backend via SOAP/REST wrappers,
message queues, or direct database access, depending on the exposure method agreed
with the legacy team.
• Apply request validation, DTOs, and business logic that the legacy core does not natively
enforce.
• Own API security for the integration layer: input validation, rate limiting, audit logging, and
adherence to OWASP practices — this layer is the primary trust boundary between the public
portal and citizen data.

• Write and maintain automated unit and integration tests; participate in code reviews.
• Document APIs using OpenAPI/Swagger for consumption by the Angular team and other
integrators.
• Collaborate closely with the Angular frontend team, the CA Gen/legacy backend team, and
infrastructure/DevOps to deliver end-to-end features.
• Support performance tuning, monitoring, logging, and production issue triage across the
integration layer.
• Contribute to technical documentation and knowledge transfer for a government client
environment with formal audit and compliance requirements.
REQUIRED SKILLS & EXPERIENCE
• 4–5 years of overall software development experience, including at least 2–3 years of handson NestJS/Node.js development in production environments.
• Strong command of TypeScript and modern JavaScript (ES6+).
• Working familiarity with Angular, to support smooth collaboration with the frontend team
• Solid understanding of REST API design principles; working knowledge of GraphQL is an
advantage.
• Experience integrating modern applications with legacy or monolithic backend systems
(SOAP services, message queues, mainframe/midrange systems, or flat-file interfaces).
• Hands-on experience with authentication/authorization standards: JWT, OAuth2, SSO.
• Proficiency with relational databases (MongoDB, IBM DB2)
• Practical knowledge of API security best practices (OWASP Top 10, rate limiting, input
sanitization, audit logging).
• Proficient with Git and collaborative development workflows; exposure to CI/CD pipelines.
• Experience writing automated tests with Jest or an equivalent framework.
• Comfortable working directly with government or public-sector clients where compliance,
data residency, and audit requirements are heightened.
NICE TO HAVE
• Prior exposure to CA Gen / Cool:Gen or other 4GL/legacy modernization environments.
• Prior experience on eGovernment or citizen-services digital transformation programmes.
QUALIFICATIONS
• Bachelor's degree in Computer Science, Software Engineering, or a related field.
