The Framework, component by component

The Keralam GCC Boilerplate is a Government-enabled Soft Landing Framework that supports multinational corporations from the moment they decide to invest until their GCC becomes operational. It is operationalised through three integrated components, working together as a single coordinated mechanism.

Physical Infrastructure

A dedicated GCC Soft Landing Centre providing Registered Office as a Service (ROaaS), plug-and-play operational workspace and shared business facilities ready from day one.

Keralam GCC Partner Network

An empanelled network of professional service providers supporting investors across legal, financial, human resources, infrastructure and other establishment-related requirements.

GCC Facilitation Team

A dedicated team within each Keralam IT Park, responsible for managing the Soft Landing Centre, coordinating investor support and facilitating the establishment process end to end.

The GCC Soft Landing Centre

Each Keralam IT Park shall establish a dedicated GCC Soft Landing Centre with world-class plug-and-play infrastructure - a ready-touse business environment enabling investors to immediately commence incorporation-related activities, build their initial team and begin operations while permanent office space is identified.

  • Registered Office as a Service

    Available to eligible MNCs without an existing registered entity in India usable for incorporation and statutory registrations.

  • Temporary operational workspace

    Following incorporation, GCCs may use the plug-and-play workspace to recruit, operate and grow through the establishment phase.

  • Rent-free Establishment period

    Eligible GCCs may occupy the Centre rent-free for up to six months, subject to the framework's provisions.

  • Transition to Permanent Office

    The IT Park prioritises identifying and allotting permanent space, with GCCs able to stay until the move is seamless.

The Keralam GCC Partner Network

A curated ecosystem of professional service providers, empanelled by each Keralam IT Park, supporting investors throughout establishment and growth. Existing empanelled consultants automatically join the Network — investors are always free to engage a partner of their own choice instead.

Legal, Company Secretarial & Compliance

Indicative Service : Company incorporation, legal advisory, statutory filings, contracts, corporate governance, labour law compliance, licences and regulatory approvals.

Finance, taxation & Banking

Indicative Service : PAN, TAN, GST registration, accounting, auditing, taxation, corporate banking, treasury and financial advisory.

Human Resources & Talent Services

Indicative Service : Talent acquisition, executive search, recruitment, staffing, payroll, HR outsourcing, learning and development.

Workspace & Infrastructure Services

Indicative Service : Office fit-outs, interior design, furniture, facility management, IT infrastructure, network setup, cloud services, cybersecurity and managed IT services.

Corporate Concierge & Business Support

Indicative Service : Employee relocation, accommodation support, travel assistance, business.

The GCC Facilitation Team

  • Managing investor onboarding under the GCC Soft Landing Framework.

  • Coordinating allocation of Registered Office as a Service and temporary workspace.

  • Facilitating engagement with the Keralam GCC Partner Network for statutory, legal, financial and recruitment support.

  • Coordinating all operational requirements during establishment, including liaison with internal departments and external stakeholders.

  • Assisting investors in transitioning from the Soft Landing Centre to permanent office space.

  • Acting as the primary coordination interface between investors and the respective IT Park.

  • Monitoring the progress of each GCC establishment and ensuring timely resolution of issues.
